JOB DESCRIPTION

 

JOB TITLE: Human Resource Coordinator

REPORTS TO: Director of Finance/Superintendent

QUALIFICATIONS:

  • Bachelor’s degree, Associate’s degree, or equivalent of five years governmental accounting experience preferred.
  • Experience working in an education environment is preferred, but not required.
  • Experience with accounting cloud based accounting systems preferred.
  • Strong computer and database skills including proficiency at Excel required.
  • Ability to solve practical problems and deal with a variety of concrete variables is a must.
  • Must demonstrate exceptional organizational and business/office skills.
  • Must demonstrate excellent interpersonal relationship skills.
  • Ability to perform a variety of tasks daily, meeting deadlines required.

 

SUMMARY:  

The Human Resource Coordinator serves as the primary point of contact for inquiries to the HR office and is responsible for creating a welcoming and engaging experience for employees. benefits processing for assigned member districts, accurately and effectively.   The Coordinator handles a range of administrative tasks including: triaging/directing inquiries, organizing meetings/interviews, HR database maintenance and reporting, recruitment activities (scheduling interviews, advertising), managing onboarding/offboarding processes, research and maintaining personnel files as well as staying on top of legal, legislative, regulatory issues in a rapidly changing, complex environment.  The HRC identifies and solves problems related to HR and Payroll processing in a respectful, effective and efficient manner.  Successful performance requires knowledge and adherence to the Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB 34) and accurate administration of employee benefits.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Other duties may be assigned.

 

RECRUITING/RETENTION

  • Develop and update job descriptions and job specifications
  • Prepare recruitment materials and post jobs to appropriate job board/newspapers/colleges etc
  • Source and recruit candidates by using databases, social media etc
  • Screen candidates resumes and job applications
  • Act as a point of contact and build influential candidate relationships during the selection process
  • Employee Relations:  reviews employee handbooks; ensures consistency with school district policies and regulatory requirements, makes readily available to all employees.



ONBOARDING/OFFBOARDING

  • Meet with new hires to complete all applicable paperwork. Provides new employee orientation packets and supports the hiring process.
  • Prepare all employment contracts, letters of agreement, and stipend agreements consistent with negotiated agreements, as directed by the Superintendent. 
  • Provides accurate information to employees about district leave benefits and Worker’s Compensation benefits.
  • Reviews, administers and assure compliance with the state criminal history background check mandates.  
  • Provides accurate information and enrollment forms to all eligible employees for the District’s insurance benefit plans including: health, dental, life, LTD/ADD, Section 125 and Health Savings Accounts (FSA, HRA, HSA).  
  • Set up all new/changing employees in the HR system, including demographics, W-4, I9, direct deposit, salaries, leave balances, and all deductions.
  • Develops educational material and assists employees with questions regarding benefit coverage and claims.  May hold occasional meetings and training.

 

BENEFITS

  • Designs and implements an open enrollment program for current employees and for those employees eligible due to life status changes.
  • Maintains accurate benefit files on employees.
  • Administers benefit plans provided by employment contracts including; Teacher Retirement, Municipal Retirement, Health Insurance, Dental Insurance, Term Life Insurance, Long Term Disability, IRS section 125 and 403b. Review ALL bills and make adjustments as needed. 

 

COMPLIANCE 

  • Reviews staff data collection census information gathered by AOE, VSA, VPA. Complete yearly state reports which include but not limited to teacher salary survey, educator census and ACA reporting. 
  • Maintains public notice requirements including: Federal & State Postings, Fair Labor Standards and Family Medical Leave Act requirements, COBRA, workers compensation compliance reporting and EEOC guidelines.
  • Serves as the District’s contact with the Workers’ Compensation third party processor and insurance carrier.  Coordinating claims work with Worker’s Compensation insurance carriers to manage claims.
  • Prepares, and processes “First Report of Injury” claims.  Follows up and monitors concerns as necessary.
  • Provides reports and related information to state and other required agencies regarding claims. Ensures annual OSHA reporting is completed and filed.
  • Maintaining employee leave records, reports and related files consistent with District provided leave benefits programs and as required by FMLA/VPFLA, Workers’ Compensation, ADA, and other related laws and statutes.
  • Follow up with employees on required medical documentation, return to work plans and forms, and related information.  Coordinates the employee’s return to work plans with supervisors, as necessary.
  • Consistently track employee leave requests from the on-line absence system to identify leaves that may be ADA or FMLA/VPFLA eligible and to ensure that leaves are consistent with collective bargaining agreements and non-union employee guidelines.  Brings irregularities to the attention of the employee’s supervisor and requests for exceptions to the attention of the Superintendent/designee.
  • Facilitates a return to work process for employees and/or coordinating end of work plan.
  • Maintains procedures, forms, and educational tools on ADA.  Provides training as necessary.
  • Responds to requests for employee workplace accommodations. Guides the interactive process with administrators and supervisors in an effort to identify reasonable accommodations, whenever possible.
  • Tracks data on ADA requests, modifications, and accommodation denials.
  • Maintains a respectful and effective working relationship with the Association leadership.
  • Assists with year end payroll/AP reporting process for W-2, W-3, 1099
  • Complete ACA reporting including 1095 reporting 
  • Assist with annual audits.
  • Assist Superintendent and Director of Finance with projects as assigned.
  • Other duties as assigned

While performing the duties of this job, the employee is regularly required to stand, sit; talk, hear, and use hands and fingers to operate a computer and telephone keyboard reach, stoop kneel to install computer equipment. Performance evaluated annually by the Director of Finance  and Superintendent in accordance with responsibilities outlined above, initiative, leadership characteristics, skill in dealing with the unanticipated and success in meeting predetermined objectives.
